 «Людям визовый режим не нужен. И стремление его убрать — самый благородный политический проект путинского правления. Ведь чем больше простых россиян общается со “старухой Европой”, тем виднее им будут определенные преимущества живой демократии. Русские дипломаты твердят, что они хоть завтра готовы визовый режим снять. Но ничего не выходит. Не выйдет и через год, и даже через три…

 Ведь для Европы этот безвизовый режим в разы менее нужен, чем для России. В прошлом году из 142 миллионов россиян 9,3 миллиона путешествовали в страны ЕС. А из 501 миллиона жителей ЕС в Россию въехали чуть более 5 млн….

 В ЕС безвизовый режим действительно означает эту свободу. Путешественник может пересечь любую границу, гостить где и у кого хочет. А Россия? Ваше государство не доверяет иностранцам. Наверное, считает, как и раньше, что любой западник в России занимается тем, чем занималась на Западе Аня Чапман со товарищи….

 И бюрократия строит барьеры, чтобы осложнить шпионам да диверсантам пребывание в России. Вы слышали о регистрации для иностранцев? Вроде бы безобидная формальность. Но на практике — великолепный способ отпугнуть чужаков: находясь в любой точке России более трех суток, гость должен найти или гостиницу, или хозяина (точнее, собственника) квартиры, который бы официально, на двух бланках, с целым букетом ксероксов и оригиналов, осведомит власти, что у него остановился нероссиянин. Да потом еще надо найти или офис иммиграционной службы или отделение почты, где это заявление примут. А если им там вдруг почерк не понравится — то все заново…»

Transparency International(TI) defines corruption as the abuse of entrusted power for private gain. This definition encompasses corrupt practices in both the public and private sectors. The Corruption Perceptions Index (CPI) ranks countries according to the perception of corruption in the public sector. The CPI is an aggregate indicator that combines different sources of information about corruption, making it possible to compare countries.

The 2010 CPI draws on different assessments and business opinion surveys carried out by independent and reputable institutions. It captures information about the administrative and political aspects of corruption. Broadly speaking, the surveys and assessments used to compile the index include questions relating to bribery of public officials, kickbacks in public procurement, embezzlement of public funds, and questions that probe the strength and effectiveness of public sector anti-corruption efforts.

Russia made it only to 154th place on the 178-country survey, scoring evenly with nine other countries ranging from Cambodia to Tajikistan that scored 2.1 points from a possible 10. Despite President Dmitry Medvedev’s efforts to fight corruption, the country remains firmly rooted in the bottom of the rankings.

 The two countries have had generally friendly ties since the fall of communism in 1989 and Lithuania regaining independence in 1991 after the collapse of the Soviet Union. Warsaw’s ostentatious disappointment with Vilnius’ decision not to support the Russo-Polish initiative to lift the visa regime for the residents of Kaliningrad region has marked the beginning of a freeze in the bilateral relations.

 For months Lithuanian politicians and diplomats have been openly talking about their conviction that a new Polish leadership – composed of members of the liberal party, Civic Platform – would change its foreign policy after the presidential election. And they were right: after July Warsaw paid more attention to Berlin and Moscow than to Vilnius and the latter to Minsk, that is trying to make the Klaipeda oil terminal suitable for importing Venezuelan oil to Belarus.

 Even though the new Polish Chief of State Bronislaw Komorowski stems from an old noble Lithuanian family and does not hide his feelings for his historical homeland, he is not someone who is capable of implementing an independent policy, the way that President Lech Kaczynski did, wrote Audrius Baciulis on weekly Veidas.

 On Wednesday Foreign Minister Radoslaw Sikorski criticised Lithuania in unusually blunt terms for European Union partners, saying its Baltic neighbour was failing to live up to its commitments either to ethnic Poles or to Polish investors. Some days before meetings among diplomats were postponed until local Poles were allowed to write their names in official documents using Polish letters.

  Russi sempre più innamorati della fotografia storica ed artistica. Negli ultimi tempi numerose sono state le mostre di successo organizzate a Mosca e a San Pietroburgo. Scatti d’epoca escono da archivi privati e delle agenzie di stampa o dei giornali per essere raccolti ed esibiti ad un pubblico colto con sentimenti misti tra il nostalgico e la curiosità.

 In primavera la mostra dedicata a Nikita Krusciov ed alla sua epoca alla piazza del Maneggio, giusto davanti alle mura del Cremlino, ha registrato il pieno di presenze. Poi è la volta di quella sui “Grandi” stranieri che hanno visitato l’Unione Sovietica. E’ la terza rassegna di questo tipo che nel 2010 viene ospitata alla “Vinzavod” (l’ex fabbrica di vini) trasformata in centro per l’arte contemporanea.

 La fotografia di una leggiadra Sophia Loren che nel 1970 sale su un’automobile nera al Kutuzovskij prospekt, una delle maggiori arterie della capitale, è stata utilizzata per pubblicizzare la manifestazione. Una cinquantina sono le rappresentazioni esibite, che aiutano ad evidenziare intensi momenti di fascino. Allora gli stranieri erano delle vere e proprie “mosche bianche” in Urss ed il loro modo di vestire o di comportarsi faceva, come si dice oggi, “tendenza” o moda. Milioni di sovietiche hanno ammirato il taglio di capelli della Loren od il suo cappotto da star hollywoodiana ed hanno tentato di imitarli.

 “La cultura – ha spiegato il direttore dell’Itar-tass Vitalij Ignatenko, presentando la mostra, – era la sola ed unica porta d’ingresso dell’Urss. Soltanto le personalità più in vista di quel mondo avevano la possibilità di oltrepassare la Cortina di ferro”. La rassegna al Vinzavod inizia con immagini dell’epoca ante-guerra della visita dell’architetto svizzero Le Corbusier, seguita da foto dell’incontro a Mosca tra Stalin e Churchill. Segue il periodo del disgelo chruscioviano con il viaggio nella capitale dei Soviet di Federico Fellini e si conclude con scatti degli anni Ottanta. Una delle foto più curiose mostra un infreddolito Fidel Castro in una calda giacca allo stadio Kirov di Leningrado.

 Al non lontano Centro “fratelli Lumière” si è appena finita una riuscitissima mostra, intitolata “le icone 1960-‘80”, quando, a conclusione del realismo socialista, ai russi fu consentito di fotografare quasi liberamente. Sono stati esposti 350 lavori di 70 diversi artisti. Gli scatti, quasi tutti in bianco e nero, hanno riproposto spaccati di vita quotidiana sovietica: amici a passeggio con indosso un unico cappotto, ragazze raggianti che bevono da una fontanella per strada, una coda lunghissima davanti ad un negozio. La mostra era accompagnata da musica popolare e da video-clip dell’epoca.

 Ugualmente valida è la successiva esibizione organizzata dal Centro moscovita e dedicata dalla scuola lituana, attualmente aperta al pubblico. Antanas Sutkus, Aleksandras Macijauskas e Vitalijus Butyrinas sono considerati dai promotori dell’evento dei veri “mostri sacri” della fotografia mondiale. I tre si aggiudicarono i principali premi internazionali negli anni Settanta. A Mosca Sutkis ha portato scatti sulle sue due principali tematiche: gente di campagna e scene di vita quotidiana. “Non ho mai buttato via i negativi – ha raccontato il fotografo lituano – Solo un terzo delle mie foto sono state mostrate alla gente”. Il collega Macijauskas si è, invece, interessato dei mercati di provincia. Se questi due primi artisti rappresentano il realismo del tempo Butyrinas è un maestro del fotomontaggio, del surrealismo con le sue intricate metafore visuali. “Ogni sua foto – ha commentato Natalja Grigorieva, curatrice dell’evento – è unica ed inimitabile. Fino all’invenzione degli ultimi metodi di stampa era impossibile da ripetere”.

Moscow recognizes that “some sort of creative solution” needs to be applied to remove Georgia’s objection to Russia’s WTO membership, an economic adviser to U.S. President Barack Obama said on October 20, without elaborating how the issue can be resolved.

Lawrence Summers, an outgoing director of President Obama’s National Economic Council, who held talks with Russian officials in Moscow, said that Russia’s bid to join WTO may be successfully completed within a year.

He also said that Georgia’s position on the matter was raised during his “enormously constructive” talks with Russia’s First Deputy Prime Minister, Igor Shuvalov, Reuters reported.

Georgian senior officials, including PM Nika Gilauri, have reiterated for number of times recently, that Georgia supports Russia’s WTO accession, but with one condition – Russia should follow WTO rules, they said.

In particular, the Georgian officials say that they want Russia to make customs checkpoints located in Abkhazia and South Ossetia, two breakaway regions which Russia has recognized as independent states, “transparent”.

 Georgian State Minister for Reintegration, Temur Iakobashvili, told journalists on October 20, that Georgia was ready to consider any proposal on how to resolve dispute on Russia’s WTO entry, provided that “the principles are observed.” “Georgia has reasonable position. We demand from Russia to follow the rules of the organization, which it wants to join. We are ready to discuss any proposals, which Russia or the United States may offer. The important thing here is that the principle should be observed,” he said.

The White House announced earlier this month that the U.S. and Russia made the “substantial progress” in resolving bilateral issues and that Russia had taken “significant steps” toward joining WTO.

“President Obama pledged to support Russia’s efforts to complete remaining steps in multilateral negotiations so that Russia could join the WTO as soon as possible,” the White House said in a statement after a phone conversation between the Russian and U.S. Presidents on October 1.

«Возвращение имен» – акция Международного Мемориала,  посвященная памяти жертв политических репрессий

29 октября в преддверии  государственного Дня памяти жертв политических репрессий мы хотим вспомнить поименно людей, расстрелянных в Москве в годы сталинского террора, мы хотим придать памятным дням личный характер.

В 1937-1938 гг. только в Москве было расстреляно  более 30 тысяч человек

 сменяя друг друга, с 10 утра до 10 вечера мы будем читать имена расстрелянных. Только имя и фамилия, возраст, профессия, дата расстрела.

 Тысячи имен назовем мы в этот день

 В течение дня будет проведено несколько экскурсий,  связанных с историей политических репрессий – Военная коллегия Верховного Суда, Политический Красный Крест,  Дом Правительства (музей Дома на набережной), Ивановский монастырь (бывший   концлагерь),  Дом Политкаторжан

 Non è un “pietroburghese” né tanto meno proviene dalle fila dei servizi segreti, eppure è uno dei principali esponenti del partito del potere e da sempre ha accesso diretto a Vladimir Putin. Serghej Sobjanin è il nuovo sindaco di Mosca dopo il recente clamoroso licenziamento dello “storico” primo cittadino, Jurij Luzhkov, rimasto in carica per ben 18 anni.

  Il compito assegnatogli dal presidente Dmitrij Medvedev, intervenuto personalmente alla cerimonia di giuramento, è quello di trasformare nel prossimo quinquennio la capitale russa in uno dei maggiori “centri finanziari del continente euro-asiatico”. Sobjanin ha promesso lotta senza quartiere alla corruzione ed alla burocrazia, mantenimento di alcuni “privilegi” tipici dei moscoviti e maggiore attenzione al patrimonio architettonico della città, andato in parte perduto nelle ultime speculazioni edilizie.

 Il Cremlino ha così concluso il cambio dei governatori regionali. In due anni e mezzo ben 25 sono stati sostituiti. Hanno lasciato l’incarico soprattutto il tataro Shajmiev ed il bashkiro Rakhimov, potentissime “cariatidi” sopravvissute al crollo dell’Urss con mire centrifughe grazie alle casse repubblicane piene di petro-rubli.

 Per il contestato Luzhkov il discorso è diverso. Il partito del potere aveva ormai la necessità di porre sotto diretto controllo Mosca, che vale oggi ben un quarto del Pil federale. “La capitale torna alla Russia” è uno dei commenti più gettonati degli osservatori più attenti.

 L’accantonamento di Luzhkov, gestito dal giovane Medvedev per essere entrato in rotta di collisione con lui, è stato un terremoto che ha chiuso un’epoca. Segna la fine dell’apparente indipendenza dal Cremlino della megalopoli. Vladimir Putin, che sente l’avvicinarsi delle presidenziali del 2012, non ha subito gli eventi ma ha scelto il nuovo sindaco, appunto un suo “fedelissimo” per uno degli incarichi più strategici del Paese.

 Come scrive il quotidiano “Mk” vicino a Luzhkov, Serghej Sobjanin conquistò la stima dell’attuale premier nel 1999, quando l’aiutò a mettere fuori gioco il Procuratore generale, Jurij Skuratov, che indagava su fondi neri del Cremlino. Da allora tra i due si è instaurato un profondo rapporto d’amicizia cementato dall’efficienza dimostrata dall’ex governatore di Tjumen nell’espletamento dei compiti affidati e dalla sua capacità di rimanere al di fuori delle continue lotte intestine all’interno dell’Amministrazione russa.

 Putin, quindi, pone il 52enne Sobjanin in una posizione centrale, mettendolo anche alla prova. Se il neo-sindaco avrà successo nel gestire Mosca lo aiuterà con più efficacia alle parlamentari dell’autunno 2011 che saranno il trampolino per le presidenziali. E se l’attuale premier, alla fine non dovesse ripresentarsi per continuare a gestire il potere da dietro alle quinte – evitando tra l’altro questioni costituzionali -, non è escluso che all’improvviso possa puntare su questo suo fedelissimo in caso di incomprensioni con l’ambizioso Medvedev.

 Депутаты Мосгордумы в четверг подавляющим большинством голосов утвердили представленную президентом РФ кандидатуру Сергея Собянина на пост мэра Москвы. По итогам тайного голосования, Собянина поддержали 32 из 35 депутатов Мосгордумы.

 Главная задача нового мэра Москва – поднять уровень жизни москвичей, заявил президент России Дмитрий Медведев.

“Обязанностью нового мэра будет не только не уронить ту планку, которая была достигнута, но и поднять уровень жизни москвичей, всех, кто приезжает в нашу столицу работать и жить. Это непростая задача”, – сказал Медведев.

“Москва – это не только политическая столица нашей страны, но и центр деловой активности. Недаром мы решили, что в Москве будет финансовый центр нашей страны. А если получится – мы для этого все сейчас работаем – и финансовый центр на территории всей Евразии“, – добавил президент.

 На церемонии инаугурации новый мэр обещал “сохранить неповторимый исторический и архитектурный облик столицы, ее природные парки и зеленые зоны”. 52-летний Сергей Собянин стал 76-м градоначальником в истории Москвы.

 “Главная особенность Собянина — подчеркнутая лояльность руководству. Столица переходит в прямое личное управление Владимира Путина”, пишет Московский Комсомолец.
