 About 40% of Russians, or almost 57 million people, drink to excess, a Health Ministry top specialist told Rossiiskaya Gazeta.

Yevgeny Bryun said the number of registered alcohol addicts in the country is about 2%, or 2.7 million people. “I mean the number of people, who are undergoing treatment,” he said in an interview with the government daily. “But all kinds of problems, I mean economic, social and family troubles, come mainly from those who just drink to excess. They constitute about 30-40% of our population.”

 Alcohol consumption in Russia per capita is currently about 18 liters a year, twice the critical norm set by the World Health Organization. The Russian government has declared an anti-alcohol campaign and aims to halve consumption by 2020 and root out illegal production and sales.

 Bryun also said that around one and a half million people are addicted to heroin in Russia, almost three times as much as the number of registered users. “Some 530 drug addicts are registered, but the total figure stands at 1.5 million, according to our estimates,” the official said.

 Many experts believe the real figure to be as high as 2.5 million, accounting for almost 2% of the Russian population. According to official statistics, around 30,000 people die in Russia every year from heroin, around 90% of it coming from Afghanistan. Last year, a total of 825 people died from drug overdoses in Moscow alone, almost twice as many as in 2008.

 Europe needs a new strategy for energy. The narrow interests of national capitals prevailed too long. EU leaders will be asked to support a plan for unity at the first EU energy summit on February 2011. These are the main points in European Union Energy Commissioner Guenther Oettinger’s programme unveiled in Brussels. According to his remarks the Twenty-seven have to invest 1 trillion euros  over the next decade in a shared EU energy network.

 The International Energy Agency forecasted global oil supplies would peak around 2035, when oil prices would exceed $200 a barrel, kicking off a scramble for alternative energy sources. “To have an efficient, competitive and low-carbon economy, we have to Europeanize our energy policy and focus on a few, but pressing, priorities,” Oettinger said. The idea of uniting Europe’s infrastructure is not new, nor is that of liberalizing the markets for the gas and electricity that flow through it.

 Российская “Транснефть” заявила, что больше не нуждается в нефтепроводах “Одесса-Броды” и “Дружба”. С 2011 года компания сможет прокачивать нефть по альтернативным направлениям за пределами Украины и Белоруссии. По его словам первого вице-президента АК “Транснефть” Михаила Арустамова, Россия активно использовала маршруты “Броды-Одесса” и “Броды-Южный”, когда у нее был недостаток экспортных мощностей. Но в результате введения в эксплуатацию трубопроводной системы “Восточная Сибирь-Тихий океан” этот дефицит резко сократился.

«Магистральный нефтепровод Одесса–Броды построен в 2001 году для транспортировки каспийской нефти. Украина в течение двух лет безуспешно пыталась договориться о транспортировке по нему каспийской нефти в прямом направлении. Не получив предложений со стороны компаний, добывающих нефть в Казахстане, Кабмин в конце июня 2004 года разрешил использовать трубопровод для транспортировки российской нефти в реверсном режиме. Мощность трубопровода составляет 9 млн т.» 

 The Smolensk cross has been relocated this week from the Presidential Palace chapel  to the nearby St Anne’s church. The move puts an end to a long controversial row. The Catholic Church had accused Poland’s politicians of politicizing the matter.

 The cross was the centerpiece of a conflict between supporters of the Law and Justice party (PiS) on one side and President Komorowski, the government and secular politicians on the other over the place of religious symbols in public places. It was erected in April by the Scouts as a symbol of mourning after the death of President Lech Kaczynski, his wife, and 94 others onboard the plane crashed on landing at Smolensk Severny airport in Russia.

  Later in summer,  the cross was  relocated from outside the Presidential Palace to the palace chapel, in a surprise move which angered protestors who wanted the cross to remain where it was.   Following the attempt on 3 August to move it further to St. Anne’s church, just down the road, – when police clashed with protestors – it was decided the cross would be taken on a Pilgrimage leaving two days later to the holy shrine of Jasna Gora in the southern city of Czestochowa, also without success.

 Groups of elderly Kaczynski supporters kept guard round the clock for several days to prevent its removal, accusing Komorowski, the Prime Minister Tusk and Civic Platform (PO) of betraying Poland and the Catholic faith. A hard-line group, the so-called “Defenders of the Cross“, opposed any decision unless a permanent memorial would have been installed. Some 77% of Poles surveyed by stats researcher GfK Polonia for Rzeczpospolita daily saw the cross relocation to the presidential chapel as the right decision.

 According to a joint statement by the President’s Chancellery, Warsaw diocese, a scout organisation “the Academic Church of  St Anne in Warsaw, a place strongly bound to the history of … Poland. This temple is the site of permanent prayers for the tragically perished President Lech Kaczynski, his wife and all victims of the Smolensk catastrophe.”

 Ufficiali della Flotta contro l’Ammiragliato. Sembra di essere tornati ai tempi delle rivoluzione del 1917. L’oggetto del contendere è il leggendario incrociatore Aurora (Avrora in russo), che con una sua salva segnò l’inizio dell’assalto al Palazzo d’inverno. Duecento ufficiali hanno persino scritto una lettera al presidente Dmitrij Medvedev per chiedere un suo intervento. L’ammiraglio Vladimir Vysotskij ha firmato l’ordine con cui si cancella l’imbarcazione dall’elenco delle unità della Flotta e la si trasforma in filiale del museo marittimo-militare di San Pietroburgo. Dal primo dicembre i marinai imbarcati, compresa la guardia d’onore, dovranno essere trasferiti e lasciare il loro posto al personale civile.

 Da anni si discute di cosa fare della mitica unità “numero 1”, parcheggiata sul fiume Nevà davanti all’Ermitage. Tante le proposte su cui l’opinione pubblica si è confrontata. L’accelerata all’ultima scelta dell’Ammiragliato è venuta dopo la scandalosa festa per Vip, a cui parteciparono numerosi membri del mondo politico, degli affari e dello spettacolo nel giugno 2009. Senza alcun permesso, come evidenziarono alcuni giornali, sull’imbarcazione venne organizzata una vera e propria baccanalide.

 Le reazioni indignate delle generazioni più anziane e dei nostalgici comunisti furono veementi e tra l’imbarazzo generale proseguirono per settimane tanto da provocare l’apertura di un fascicolo da parte della Procura. In questi giorni il deputato federale del Pc Nikolaj Kharitonov ha ricordato a tutti che gli organizzatori di quella “mega-ciucca di oligarchi e burocrati” non sono stati ancora puniti. Si teme che l’unità navale, con un nuovo status giuridico, possa essere più facilmente utilizzata dai potenti di turno per eventi mondani.

 La mitica Aurora è un vanto per l’Accademia militare “Nakhimov” di San Pietroburgo e i suoi cadetti vengono educati nell’orgoglio per un passato storico così importante. Vedere ammainare per sempre la bandiera di Sant’Andrea sarebbe per loro un colpo durissimo da digerire. “San Pietroburgo – si legge nella lettera inviata al Cremlino – deve mantenere le sue tradizioni marinare”. E l’Aurora, uno dei siti turistici più visitati in Russia, rappresenta la continuità tra il passato glorioso ed un futuro davvero incerto.

 BUCHAREST, Romania – Romania and Moldova signed a border treaty Monday, almost two decades after Moldova declared independence from the Soviet Union, Associated Press writes.
 Romania’s Foreign Minister Teodor Baconschi and Moldova’s Prime Minister Vlad Filat emphasized the good co-operation between the neighbours, which has resulted in a number of new agreements being adopted in the past year since a pro-European alliance came to power. Romania supports Moldova’s current government. Monday’s signing took place ahead of a general election in Moldova on Nov. 28 in which the pro-European parties face the Communists who favour closer ties to Moscow.
 Romania’s President Traian Basescu said last month that the treaty will disprove claims by Moldovan Communists that Romania has territorial claims on Moldova. This was echoed by Baconschi, who said that by signing the document “we also discourage the obsessive affirmations” of some Moldovan politicians who believe Romania has claims on Moldova.  The treaty deals with technical issues such as the marking of the border, usage of water, railways and roads, fishing, hunting and breaches of the border regime.

Romania has been lobbying hard for closer ties between Moldova and the European Union, of which Romania is a member. Baconschi said Romania hopes that the border with Moldova will eventually become an internal border within the European Union.

 European Commission President Jose Manuel Barroso has welcomed the signing of a border treaty, calling it “an excellent example” of regional cooperation. Bucharest has repeatedly refused to sign a bilateral political treaty with Moldova, most of which was part of Romania before World War II.

 Romania was the first country to establish diplomatic relations with Moldova after the latter declared independence from the Soviet Union in August 1991. Romania’s President Traian Basescu had repeatedly stated that Bucharest shall never sign a treaty recognizing the consequences of the Molotov-Ribbentrop Pact and the secret additional protocol to it.  However, the delicate pre-election situation in Moldova has finally changed Romania’s official stance on this issue.

Счетная палата провела комплексный сравнительный анализ динамики социально-экономического развития РФ в рамках СНГ и пришла к выводу, что Россия уступает по средним показателям странам содружества: по продолжительности жизни и по уровню дифференциации доходов населения.

Однако РФ удается сохранить лидерство по большинству ключевых национальных показателей развития. Так, доля России в ВВП стран СНГ составляет 78-79%, в товарообороте между этими государствами – 41-43%, а в экспорте в страны Содружества – 55-57%, сообщается на сайте Счетной палаты РФ.

 На днях был так же публикован рейтинг национального благосостояния стран, который ежегодно составляет британский независимый научно-исследовательский институт Legatum совместно с Oxford Analytica и Gallup World Poll Service. Согласно выводам их экспертов, позиции самых процветающих второй год подряд не сдают страны Северной Европы. Неожиданный “прорыв” зафиксирован среди государств СНГ. Россия, хотя и немного поднялась в рейтинге, по-прежнему остается лишь в середине списка.

Стоит отметить, что на пространстве СНГ только Казахстан и Белоруссия обогнали Россию. Украина удостоилась в рейтинге лишь 69-го места (оно год назад принадлежало самой России), Узбекистан – 76-го, Молдавия – 86-го. При этом других стран, в том числе Грузии, в списке вообще не оказалось.

Страны Балтии распределились на 30-х и 40-х позициях, лидерство среди них принадлежит Эстонии (35), за ней следует Литва (42) и лишь затем Латвия (47).

 Наоборот Россия заняла 65-е место в мировом рейтинге человеческого развития, составленном ООН. Таким образом, эксперты, оценив развитие страны по таким критериям, как продолжительность жизни, уровень здравоохранения, доступ к образованию, знаниям и информации, поставили РФ между Албанией и Казахстаном, сообщает РИА “Новости” со ссылкой на 20-й ежегодный доклад Программы развития ООН.

 Основные показатели РФ в 2010 году, согласно докладу, таковы: ожидаемая продолжительность жизни при рождении – 67,2 года; средняя продолжительность получения образования – 8,8 года; ожидаемая продолжительность получения образования – 14,1 года; ВНП на душу населения (в ценах 2008 года) – 15,258 тысячи долларов. Вместе с Россией в группе стран с высоким рейтингом человеческого развития из бывших советских республик оказались Литва (44-е место), Латвия (48), Белоруссия (61), Казахстан (66), Азербайджан (67), Украина (67), Грузия (74) и Армения (76).

В число государств со средним уровнем человеческого развития вошли Туркмения (87), Молдавия (99), Узбекистан (102), Киргизия (109), Таджикистан (112).

 Quando c’è un qualche anniversario di mezzo i russi sono sempre i primi a celebrarlo. Ma per Lev Tolstoj, 100 anni dalla sua morte, non è proprio così. La Russia ufficiale se n’è quasi dimenticata o ha volutamente ignorato una data così importante.

 “Il nostro avo aveva altri valori rispetto a quelli dell’attuale governo”, Catherine Tolstoy, del ramo britannico della famiglia, tenta di trovare una spiegazione, buttandola in politica. Darle del tutto torto non è possibile. In Russia i capolavori del grande scrittore sono collegati al suo lavoro come filosofo, che propugnava principi come la non violenza, la vita semplice e l’amore fraterno, ed inculcava dubbi sul valore del patriottismo. “I problemi su cui lui scrisse – sostiene Fyokla Tolstaya, una lontana nipote, – sono il militarismo ed il pacifismo, la giustizia, la religione, il Caucaso. Nessuno di loro è stato risolto”.

 L’autore dell’enciclopedico Guerra e Pace, studiato nelle scuole russe, era una figura scomoda per i governanti del suo tempo, scomunicato nel 1901 dalla Chiesa ortodossa. E la posizione ufficiale del Patriarcato di Mosca oggi non è cambiata. “Tolstoj è un non cristiano – ha ribadito un portavoce del comitato per la cultura della Chiesa ortodossa russa -. E’ uno scomunicato, quindi, non desta per noi interesse”. La famiglia ha chiesto più volte che la questione venisse riesaminata, ma il rifiuto dei religiosi è stato categorico, poiché “non vi è stato pentimento”. In epoca sovietica i punti di vista dello scrittore contro la religione organizzata in strutture e a sostegno dei contadini venivano esaltati dal potere comunista tanto che Vladimir Lenin pubblicò un articolo intitolato “Tolstoj come specchio della Rivoluzione”.

 Se si consulta la guida dei programmi settimanali della televisione federale di speciali sull’autore di Anna Karenina non v’è traccia. Colpisce che il “buco” più clamoroso è stato dell’efficientissimo canale “Kultura”, che, qualche tempo fa, ha messo in onda un film su Tolstoj, ma non era dedicato ad uno dei maestri della letteratura mondiale bensì al 90esimo anniversario della nascita del regista Serghej Bondarciuk.

 “La gente oggi legge della robaccia – fornisce un’altra spiegazione a tanto ostracismo la critica Natascia Perova -. Certi eventi, come il centenario della sua scomparsa, non sono più feste nazionali come erano prima che fossimo isolati dal resto del mondo. La cultura è diventata troppo commerciale. Le generazioni più giovani non hanno la possibilità di confrontarsi con una seria produzione letteraria, quindi non la chiede”.

 Oggi Tolstoj è più celebrato in Occidente che in Patria. Decine sono state le manifestazioni organizzate in questi mesi, dalla Germania agli Stati Uniti. Numerose nuove traduzioni sono state pubblicate in giro per il mondo. Un film sugli ultimi giorni di vita dello scrittore ha ottenuto le nomination per il premio Oscar. Inedite biografie della moglie Sofia sono state presentate al pubblico.

 La tenuta di Jasnaja Poljana, non lontano dalla città di Tula, rimane il centro dell’attività degli studiosi di Tolstoj e della sua famiglia. Qui in estate si sono riuniti più di 350 discendenti dello scrittore i quali si incontrano, più o meno una volta ogni 4 anni, per conoscersi meglio e scambiarsi opinioni sul daffarsi.

 L’informatizzazione dei capolavori e degli studi a loro dedicati è la direzione intrapresa. I russi apprezzano il lavoro finora svolto a giudicare dai più di 3 milioni di contatti con il sito Internet dedicato a Tolstoj. A Jasnaja Poljana e a Mosca sono state organizzate varie mostre. L’affluenza è stata buona.

 Ci si consola soprattutto con il successo a San Pietroburgo presso il museo “Anna Akhmatova” della manifestazione in stile videoart Cento anni senza Tolstoj. Nelle sale si osservano il ritratto dello scrittore, rappresentazioni dei suoi ultimi giorni di vita. Su un pannello in bianco e nero vengono proiettate immagini delle guerre del XX secolo integrate con citazioni di Tolstoj come “lo scopo dei conflitti è l’omicidio”. Per le sequenze sulla Cecenia sono stati scelti brani da Sebastopoli, maggio 1855. Il più significativo è “i problemi irrisolti ancor meno si risolvono con la polvere ed il sangue”.
