 Очередной тест на способность сохранить контроль над ситуацией в стране сдает в эти дни российская власть. До сих пор тандему Медведев—Путин удавалось разруливать ситуации в Пикалеве, Владивостоке, Калининграде и других болевых точках. Понятия «социальная справедливость» и «социальная защищенность» превратились в сегодняшней России в пустой звук. Уровень в разрывах доходов в обществе, а также презрении верхов к низам невероятно высок. И это превращается в одну из главных угроз для стабильности в стране

 A panel of experts met in Brussels to begin to lay the foundation for the future NATO Strategic Concept to be approved at Lisbon’s summit in November.  A document has been issued at the end of the work.

 The Alliance now faces a variety of “new threats from non-state actors”, including terrorism, cyber-crime, and maritime piracy. There are also internal differences over its relationship with Russia. While some countries are keen to improve relations with Moscow, some new members from central and eastern Europe have deep-seated suspicions about Kremlin’s plans.

 NATO and Russia should work more closely together on fields of mutual interest such as missile defense, counterterrorism, counternarcotics and maritime security, the document said.

The new mission statement emphasized the threat posed by Iran’s nascent ballistic missile capability.

“Missile defense is most effective when it is a joint enterprise and cooperation … between the alliance and its partners — especially Russia — is highly desirable,” the blueprint said.

 Criteria for membership in NATO in the recommendations to the new strategic vision are the same as before. Organization’s policy towards Ukraine also remains unchanged – Kiev may be a member of NATO, if it wants, and if it reaches the criteria of the Alliance.

 In Russia sono nati i primi domini Internet in caratteri cirillici. L’ICANN, l’organismo mondiale che assegna i nomi e i numeri dei siti, ha dato ufficialmente il via libera a livello internazionale. Il Cremlino президент.рф ed il governo federale  правительство.рф hanno così immediatamente approfittato dell’occasione. Soprattutto gli anziani hanno parecchie difficoltà ad usare la tastiera con i caratteri latini. Enormi sono poi i problemi connessi con gli indirizzi di posta elettronica. La loro dettatura al telefono si trasforma in qualcosa di impossibile: alcune lettere sono spiaccicate in un inglese maccheronico, altre dette in russo, altre ancora semplicemente grugnite.

 In novembre l’ICANN aveva approvato la scelta di permettere l’utilizzo di caratteri non latini, ma aveva preso tempo per la sua applicazione. I siti arabi, soprattutto in Egitto e negli Emirati, erano stati i più attivi a tastare il terreno con gli utenti nazionali in inverno.

 I russi si erano limitati ad accettare richieste per la registrazione di siti commerciali o di organizzazioni ufficiali in caratteri cirillici, ma più di 20mila sono state rifiutate per violazione dei marchi già registrati. Dal primo ottobre chiunque potrà scegliere il carattere del proprio dominio.

 Su quanto sia più conveniente usare l’alfabeto cirillico invece che quello latino le discussioni impazzano. Il dubbio maggiore è che sebbene si recuperino utenti attempati in Patria si rischiano di perdere contatti all’estero, dove mancano le tastiere adeguate. E poi il cirillico non ha caratteri super-utilizzati da Internet. Ad esempio, quale sarà il sostituto della @ ossia (sobaka=cane) che manca sulla tastiera russa? I cyber-utenti dell’ex superpotenza, che da poco ha cancellato il dominio .su, sono chiamati a raccolta a partecipare alla creazione dell’Internet russo.

 E’ stato uno dei più bravi corrispondenti italiani dall’Est europeo. Sergio Augusto Rossi era certamente il maggiore conoscitore dell’evoluzione socio-economica della Russia post sovietica. I suoi articoli erano precisi e dettagliati, le sue analisi attente e qualificate. Solo uno specialista con un grosso background culturale e di esperienza quotidiana è in grado di scrivere pezzi di così elevata caratura.

 Rossi, infatti, non era il classico giornalista generalista, inviato in luoghi sconosciuti e senza conoscere nemmeno la lingua del posto, come spesso capitava. Il suo curriculum non lasciò dubbi al Sole 24 ore che lo scelse come proprio primo corrispondente dalla Russia a metà degli anni Ottanta. Rossi si era laureato con Norberto Bobbio a Torino con una tesi sulla Cremlinologia. Aveva avuto tra i suoi maestri Luigi Firpo ed Alessandro Passerin d’Entrèves.

 Studioso ed amante della letteratura russa, Rossi era giunto in Russia nel 1971 grazie ad una borsa di studio. Qui, all’ambasciata di Mosca, conobbe Marina, lettrice di italiana che è poi diventata sua moglie. In un primo momento si dedicò agli studi e lavorò come ricercatore.

 Negli anni lunga è stata la lista delle sue collaborazioni: la Stampa, la Fondazione Agnelli, l’Atlantic Institute, l’Office Italia della Nato. Quindi, direttore della rivista Diritto&Economia della Russia e della Csi.

 Il disarmo e gli armamenti erano un altro dei suoi argomenti principali. E diversamente non sarebbe potuto essere visto che, nella seconda metà degli anni Ottanta, l’Urss di Gorbaciov e gli Stati Uniti misero le basi dell’odierna sicurezza mondiale. Rossi contribuì al primo Libro bianco della Difesa, voluto dall’allora ministro Giovanni Spadolini.

 Di carattere timido e discreto, chi lo ha conosciuto lo ricorderà anche per la sua disponibilità e per il suo sorriso sempre sulle labbra.

 Проект предполагает развитие отношений, в первую очередь, с Евросоюзом и США. Российские дипломаты в Польше говорили о том, что эта страна блокирует российско-европейское сотрудничество из-за нерешенного катынского вопроса. МИД был против каких-либо уступок, но премьер-министр Владимир Путин решил иначе.

 Главная причина поворота во внешней политике России – это недостаточность средств, необходимых для модернизации экономики, транспорта и инноваций.

 On May 10th, Benedict XVI appointed Archbishop Jozef Kowalczyk, 71, as the archbishop of Gniezno and primate of Poland. He succeeds Archbishop Henryk Muszynski, who presented his resignation for reasons of age. Archbishop Kowalczyk had been serving as the apostolic nuncio to Poland since 1989. He witnessed firsthand the radical changes in his motherland.

 There’s little uncertainty in these early presidential elections. Civic Platform’s Bronislaw Komorowski is the clear favourite front-runner and Jaroslaw Kaczynski, candidate for Law and Justice, is the best outsider. At the beginning of the presidential race the main interrogative is whether the speaker of the Sejm (Parliament) might win without a risky run-off.

 Current surveys give Komorowski around 45 percent of the vote, 15 percentage points more than Kaczynski. If none of the candidates receives over 50 percent of the vote on June 20th, a second round will be held on July 4th.

 In autumn 2005, in the very last hours of campaigning,  Lech Kaczynski succeeded in overturning the results of the first round of the presidential elections and the surveys that showed him as the loser against Donald Tusk.

 To avoid any bad surprise, Komorowski shouldn’t forget the past and try to find the best way to keep his voters watch. Jaroslaw Kaczynski, like his dead brother, is a good and experienced fighter. He will never surrender before the end of the contest.

 Till now, the emotional effect doesn’t seem to play a role after the air tragedy in Smolensk. The nationalist wave, whose chiefs were the twins Kaczynski, was already crushed in October 2007, when a record turnout – with 13% more voters – marked their defeat in the parliamentary polls. But, again, it was a record turnout.

 The new element is that Poland in 2010 is a different country from the one that got a complicated EU membership in May 2004. The followed psychological and political crisis after the adhesion fostered the rise of the Kaczynskis’.

 Today the scenario is more positive for the liberals. The Polish economy will grow at the fastest pace in the European Union this year, driven by export growth and investment, the European Commission said at the end of April, raising its November forecasts. Poland will expand 2.7 percent, compared with an average of 1 percent for the 27-member EU. Warsaw’s budget deficit will widen to 7.3 percent of gross domestic product in 2010 from 3.7 percent last year. The debt level estimate was revised to 53.9 percent of GDP from the earlier 57%.

 The 58-year-old Komorowski has all the cards to win. It depends on him not to make too many mistakes. Before the air tragedy in Smolensk, he pledged to work together with the Tusk government, saying that the country needs someone “who helps and doesn’t disturb, doesn’t block this modernisation process” as it was during Lech Kaczynski’s presidency. Now he has the chance.
